You could use Microsoft Flow to Accomplish this as well.  If you’re looking for a no code solution, this is what I would do (I’m not a developer and have accomplished it this way).

The issue is because of the differences between the Web classic and UCI.

Web Classic:

If the value is null, then it's considered not equal to "Closing" --> check is evaluated as false
